Toyo Setal Empreendimentos Ltda. is a Brazilian company that originated from the joint venture merging of the Japanese institution Toyo Engineering Corporation, which had participated in over 30 projects in Brazil prior to the venture, and the local company Setal Oleo e Gas (Setal Oil and Gas). The joint company has existed as a subsidiary of TS Participações e Investimentos S.A. (TS Participation and Investments S.A.) since 2012. As Toyo Setal they engage in fields such as engineering, construction, commissioning, and the procurement of materials for said occupations. According to their website, they perform “highly complex services, mainly in EPC (Engineering, Supplies, Construction, Pre-commissioning and Commissioning).” They received the “Inovações na Integração de Projetos de Engenharia” (“Innovations in Integration of Engineering Projects”) award at the AVEVA World Summit in 2014.


In 2013, Toyo Setal was allegedly involved in one of the biggest corruption scandals in history. Known by its code name Operação Lava Jato (Operation Car Wash), it is an ongoing investigation by the Federal Police of Brazil. It involves many Brazilian companies, Toyo Setal included, paying large bribes to the centre-left workers’ party, a powerful political party in Brazil, in order to be awarded contracts by a large Brazilian oil company known as Petróleo Brasileiro S.A. or Petrobas for short according to This investigation is still not concluded, so claims against Petrobas are still officially just that: claims.

Currently Toyo Setal seems to be working in full force. In the last few years Toyo Setal have participated with other companies on multiple large scale projects, such as Petrobas’s Petrobras’ P-76 FPSO oil tanker, which is capable of processing up to 150,000 barrels of oil a day.
